G'day all,
As i stated in my last post the TM/TP9400 series are phase 2 radios, the same as a APX series.
As for who gets access to band plan 9 who knows. I'd only be speculating.

Are we sure this list is 100% complete?
The only reason I ask is that I've marked any frequencies on the Unidentified GRN Sites list that also appear on this list, and there are a heap of sites that have only one frequency from the list above. I would've thought that at least two freqs per site, both the CC and the AltCC, should be on the list?
I'm more wondering whether there are different lists from different radio profiles and maybe there have been some CC's added since?

I think you may be correct, there has probably been more freqs added to the control channel list since my viewing of that code plug...

There's a good chance that the list is incomplete as it was gathered by merging various sources. It's more of a list of "possible" control channels that can be put in a bank in a scanner to see what pops up, rather than a comprehensive list.
In other news, Castle Hill site has now popped up with some Phase 2 transmissions on bandplan 7, as per the screenshot.
I guess I need to fork out for a Phase 2 capable scanner now, but I just can't justify the cost...
