Roadworks/Traffic Controllers - Scan UHF CB 1-80 as they change from time to time.
RMS Heavy Vehicle Inspectors - No Radios, they use MDT's and Mobile Phone instead
Tow Trucks - Only a couple floating around in analog, the rest are on digital networks and mobile phones!

Can anyone advise who the crews are that use "zulu" prefix callsigns on the RTA channels ??

No idea, i havent heard Zulu come up, I've heard as listed Mobile, Oscar, Tango, Kilo, TMC, RTA and Yennora callsigns on both 10702 and that channel, 10703 has been popping up every now and then on the P25 GRN as well, but can't really make out what it is, as its only on for a very short time. Ill keep an ear out a bit more as i monitor this most of the day for work.

TG 10703 was being used on the weekend up here for the F3 Road Closures when that bit of conrete fell off the truck

I'm guessing it could be an incident channel for use anywhere
